The pace of Next Generation broadband networks rollout has accelerated in recent years as operators seek to meet increasing consumer demand for bandwidth connectivity and as governments recognise the potential of infocomm technology as a driver of a country’s economic growth and competitiveness.
 
The economic and social benefits of next generation broadband networks are substantial but their impact on the telecommunications market and regulatory practice will also be considerable. In fact, a substantial part of Singapore’s Next Generation National Broadband Network project has been focused on developing the regulatory framework governing the operators of the network and its downstream markets.
 
The Next Generation Broadband Forum Regulatory Exchange, organised by the Infocomm Development Authority of Singapore, aims to facilitate discussions and exchange of ideas among policy makers and regulators on their key considerations for next generation networks.

Effective Open Access– the Singapore Model

The Next Generation National Broadband Network is Singapore’s major initiative to develop a ubiquitous ultra high-speed fibre network that will push the country to be one of the world's premier communications environments. IDA has formulated a unique regulatory framework governing the operators of the network and its downstream markets, aimed at ensuring effective open access to the network, which in turn will bring about a vibrant and competitive market for next generation services.

A panel of international regulators will discuss how government policies and regulation can support the development of a vibrant marketplace for next generation services. As legacy networks get upgraded to next generation broadband networks, how should regulation evolve to ensure a smooth transition from old to new networks and to encourage the proliferation of innovative services to consumers?
