Mr Leong Keng Thai has been the Deputy Chief Executive & Director-General (Telecoms & Post) of the Infocomm Development Authority of Singapore (IDA) since December 1999.
Mr Leong started his career with the former telecommunication Authority of Singapore (TAS) since 1980 where he has held engineering as well as management positions in private network engineering, business product management and international business development. In 1992, he joined the reconstituted TAS as Director (Planning) and has since held multiple management positions.
Mr Leong graduated with a Bachelor of Engineering (Honours) from the University of Singapore and a Masters of Business Administration from the University of Southern California, USA. He also attended the Advanced Management Programme at Harvard Business School. |

Since 2004, Dr Marianne Treschow is the Director General of the Swedish Post and Telecom Agency (PTS). She is also the President of the Radio Spectrum Policy Group during 2008.
Dr Treschow came to PTS as Director of the Spectrum Department in 2000. Previously she was Director of the Swedish National Space Board and Director of the Swedish Research Council.

Mr Andrew J Haire is Deputy Director-General (Telecoms & Post) responsible for the Policy & Competition Development Group for Infocomm Development Authority of Singapore (IDA).
Since joining IDA, Mr Haire has been responsible for the formulation and implementation of policy for Singapore’s infocomm industry, driving the market access, competition, spectrum planning and regulatory frameworks for Singapore’s liberalized telecommunications market.
Mr Haire has an established and recognised background in public competition and trade policy, alliance development, market entry and technical telecommunication issues.
Prior to his current role, he served as Vice President, International Regulatory and Public Policy, for a major US technology firm, has held various regulatory and corporate development management portfolios at MCI Communications including the role of Senior Policy Advisor for HQ International Regulatory and Public Policy, and has worked for IBM in various marketing, engineering and management positions. |

Jonathan Dharmapalan serves as Managing Partner of Ernst & Young’s Global Telecommunications Center – Beijing in China. Jonathan leads Ernst & Young’s Emerging Markets Telecommunications practice.
In his 24-year career, Jonathan has served some of the largest companies in the telecommunications sector. He has significant experience in both mobile and fixed line communications. He has worked with clients from the early days of this industries development, from privatization through the years of unprecedented growth of broadband and wireless technologies.
In addition to telecommunications, Jonathan also has significant experience in the related sectors of high technology and media. Prior to joining Ernst & Young, Jonathan led the Global Technology, Media and Telecommunications Consulting Practice at another major international firm. He also led their Global Media Consulting Practice and their Technology Practice in Silicon Valley.
Jonathan was the editor of the Silicon Valley Series publication and is a co-author of the book, “The Telecommunications Act of 1996: A Comprehensive Overview of the Law”. He is also a frequent speaker at major industry conferences.
Jonathan began his career at AT&T Bell Laboratories where he worked on several key technologies including the Switching Systems, Signaling Systems, and the Digital Broadcast Conferencing Technology for which he earned a United States Patent.
He holds a Bachelor of Science degree in Electrical Engineering from Northeastern University and a Masters of Science degree in Electrical Engineering from The California Institute of Technology. |

RADM(NS) Tay was appointed Chief Executive Officer of the Infocomm Development Authority of Singapore (IDA) on 19 Nov 07.
Prior to joining IDA, RADM(NS) Tay served 25 years in the Singapore Armed Forces (SAF), during which he held various command and staff positions in the Republic of Singapore Navy.
He served as the Chief of Navy from 1 April 2003 to 31 August 2007. As Chief of Navy, RADM(NS) Tay led the transformation of the Republic of Singapore Navy into a naval force characterised by cutting-edge technologies and new fighting doctrines, and capable of a broader spectrum of operation.
RADM(NS) Tay was awarded the Singapore Armed Forces Overseas Scholarship in 1982 to pursue undergraduate studies at Oxford University in the United Kingdom, graduating in 1985 with a Bachelor of Arts (First Class Honours) in Engineering Science. He also obtained a Master of Science in Management degree from the Massachusetts Institute of Technology in USA in 1997, under a SAF post-graduate scholarship. |

Mr. Ricky Wong Wai-kay is the co-founder and chairman of the Group. He prossesses many years’ experience in telecommunications and computer industries, and was voted amongst the top 100 most influential people in the industry in the world, hosted by The Global Telecoms Business Magazine in 2008.
Mr. Wong joined IBM upon completion of the undergraduate program in 1985, and launched a business venture of his own in Canada in 1989. In 1991, he set up City Telecom Incorporation in Canada. A year later, he returned to Hong Kong to set up City Telecom (H.K.) Ltd. to provide competitively-priced IDD services.
Under the leadership of Mr. Wong, City Telecom (H.K.) Ltd. has played a major role in the liberalization of the telecommunications market in Hong Kong. The wholly-owned subsidiary, Hong Kong Broadband Network Limited, is one of the major fixed telecom network operators in HK. Its network, which is the world’s largest Metro Ethernet IP network, is connected by self-built fibre backbone to provide 1000, 200, 100, 50, 25 and 10 Mbps broadband Internet access, telephony, IP-TV, corporate and mobile data services.
The group was successfully listed on the Stock Exchange of Hong Kong Limited in August 1997 and the Nasdaq National Market in the USA in November 1999, which marked significant milestones of the company.

Stewart White

Stewart White is a lawyer by training and has spent more than 25 years specialising in ICT law, regulation and policy.
He is currently CEO of Stewart White Consulting, which he established in 2005. He has advised a number of telecommunications operators and is currently advising Solaris Mobile with regard to 2GHz licensing within the EU MSS framework.
From 1999 to 2005, he was the Group Public Policy Director of Vodafone Group. Originally from Australia, he moved to Europe in 1988 to join a UK based law firm where he advised on satellite related issues for Murdoch group and on the establishment of SES-Astra.
He has worked for Etisalat on a number of issues including the successful bid for the third mobile licence in Egypt.
In the satellite sector, he has also represented CNN, PanAmSat and Thuraya. He has been an expert to the European Commission on a number of ICT-related and other dossiers. He also advised a number of governments on sector reform (including international regulatory aspects with regard to the privatisation of Singapore Telecom), drafting legislation and licences for newly created regulatory offices, particularly in the Middle East.
He is currently working on NGN and Digital Dividend related issues. |

Tristan was appointed Group General Counsel in 2008.
He leads Telecom's Group Legal, Regulatory & Corporate Services team. He is responsible for legal services, internal audit, risk management and compliance, corporate governance, public policy and regulatory affairs. He also oversees the Independent Oversight Group Support Office created under Telecom's Operational Separation Undertakings.
Tristan is a highly experienced corporate and commercial lawyer with extensive international experience in telecommunications law and regulation.
After graduating BA (Japanese) and LLB(Hons) from Auckland University, Tristan commenced his career as the Wellington High Court Judges' Clerk, before going on to practice law with several leading international law firms. He then joined Vodafone Group PLC, where he occupied a number of senior leadership positions, including Legal and Regulatory Director - Asia-Pacific Region and Governance Director - Europe Region.
Outside work, Tristan enjoys spending time with his family and friends, keeping fit at the gym, keeping up his Japanese language skills, and pursuing his interest in music. |

David leads Nucleus Connect to create a vibrant Retail Service Provider (RSP) environment offering comprehensive and flexible services that will help all RSPs select and deliver broadband connectivity services to their target markets quickly and seamlessly, bringing a more enriching experience to the end users. Nucleus Connect, a wholly-owned subsidiary of StarHub that was incorporated on 14 April 2009, is responsible for designing, building and operating the active infrastructure of Singapore's Next Generation National Broadband Network (NGNBN).
David was with StarHub since 1997 and worked during the licence tender phase. After the successful bid, he was put in charge of the fixed network implementation. As Head of Integrated Network Engineering, David was responsible for the day-to-day operations of StarHub's fixed, mobile and cable networks, and charts the division's strategic technology directions. He also heads International Carrier Relations and Domestic Wholesale services which focus on the provision of communications infrastructure, facilities and services with other carriers and service providers.
David has a Degree in Business Management as well as a Degree in Electrical Engineering. He started his career in BT whilst studying at Edinburgh University for his degree. Throughout his career, he has assumed a variety of positions including project management and network design and planning. David was also involved in the restoration of telecommunication services to Kuwait after the Gulf War and in providing satellite services to Russia. |

Pak Lum is the managing director of MediaCorp Technologies Pte Ltd, the broadcast transmission infrastructure, operator and service provider for digital and analogue broadcasting services in Singapore. In this capacity Pak Lum oversees all information technology, engineering and transmission activities in MediaCorp, the largest and most established broadcaster in Singapore.
Pak Lum is also the managing director of 1-Net Singapore Pte Ltd, the broadband exchange offering broadband connectivity, hosting and IT managed services. Pak Lum has been heading the company since its inception in May 1997.
In addition, he is an exco member of the Digital Media Chapter, elected council member of the Singapore Infocomm Technology Federation and a member of the advisory committee, School of Engineering, Nanyang Polytechnic.

Peter joined Gilbert + Tobin as a partner in 1989 and specializes in communications and technology. He completed his Master of Laws at Harvard Law School on a Fulbright Scholarship.
Peter spends his time between Sydney and Hong Kong, where he is a consultant to Arculli Fong & Ng (in association with King & Wood). Peter is recognized as one of the leading communications lawyers in Asia Pacific. In Chambers and Partners Global report for 2006, commenting on China/Hong Kong telecommunications sector, says Peter Waters is "the first choice lawyer for regulatory work bar none."
In 2008, Peter was named in the Best Lawyers International list. He has worked on regulatory, interconnection, wholesale contracting, numbering, IP peering and spectrum licensing issues throughout the region. He has been the principal external adviser on interconnection arrangements and regulation to Optus Communications in Australia, and Hong Kong Telecom in Hong Kong, and CLEAR in New Zealand. During 1998-9 Peter was seconded to Cable & Wireless plc in London as acting Director of Regulation, with responsibility for the Group’s global regulatory affairs.
Peter has experience in complex structuring issues which require an understanding of the intersection between technical, regulatory, competition law and commercial issues. He has been involved in the establishment of large scale telecommunications and IT joint ventures, including the deployment of the world’s first large scale HFC local broadband network, in major telecommunications-related mergers in Asia Pacific and in Europe and 3G network deployment in Australia and Europe.
Peter understands of the IT and communications environment has also allowed him to provide strategic legal advice to new economy businesses, such as portals, PKI providers, xDSL service providers, electronic cash and smartcard applications and Application Service Providers. Peter has worked on the early life cycles of many new economy firms, focusing on helping them realise and bring to market their technology.
Peter is an active participant in Gilbert + Tobin's pro bono activities. He was also the Chairman of the Communications Law Centre, a major public interest body in Australia. |

Alan Hadden has 22 years’ experience in the mobile communications industry, and has been President of the GSA (Global mobile Suppliers Association) since its formation in 1998.
The GSA website www.gsacom.com is a leading source of facts, information and objective analysis for the communications industry and in 2008 was used by approaching 57,000 professionals from 198 countries.
Previously Alan was on the senior management team of a UK PCN/GSM 1800 operator and involved in the start-up, launch, and expansion phases. He assisted key stakeholders and overseas regulators to establish 1800 MHz as a mainstream band internationally for cellular services. He also assisted in discussions to assist the establishment and market entry of new mobile businesses. He represented the company in key UK industry fora, and internationally at ETSI, the GSM Association and the UMTS Forum.
Before then, Alan was Industrial Advisor to the UK communications regulator, where he represented views influencing regulation and standardization at national and international level. Alan’s 2nd book, Mobile Broadband with HSPA, LTE and Beyond: Services, Markets and Business Opportunities, will be published by John Wiley and Sons later this year. |

During his IT period, he was responsible for the Data Communication R&D unit at Philips Data Systems and the Retail Banking Application development at Business Center Financial Industries, Digital Equipment.
In 1994 he joined Ericsson where he created and established a international In-building Coverage organization.
In 2001 to 2003 he was heading the Ericsson Technical Sales Support hub in Kuala Lumpur supporting the Asia Pacific region. During 2003 to 2007 he was managing different Ericsson initiatives to address the challenges of increased mobile voice and data penetration in developing markets.

Tina is the Regional Director for South East Asia of the CDMA Development Group (CDG) responsible for supporting the CDMA2000® carriers in the region with their adoption and evolution of 3G CDMA wireless systems, focusing primarily on devices. Asia-Pacific represents the largest world region in terms of CDMA subscribers, and leads in the deployment of the latest innovative services and applications.
In addition, as former Chairman of the International 450 Association (IA450), she now Chairs CDG’s industry initiative the CDMA450 SIG (Special Interest Group), which was formed as a result of the unanimous vote by IA450 members to merge with the CDG in June 2008. He has been engaged in the W-CDMA standardization activity at ARIB in Japan since 1997 and he is currently the leader of the IMT-Partnership Group in ARIB since March 2006. He has been contributing to standardization activities in 3GPP since1999. He has been the rapporteur for LTE and LTE-Advanced in 3GPP TSG-RAN since December 2004 and March 2008, respectively. James Person, a veteran of the telecom industry, leads the efforts of the CDMA Development Group (CDG) for all regional development and he has responsibility for CDG’s strategic and technical programs. Dr Sharrock has been an analyst in the telecommunications industry for two decades. He has undertaken research and consultancy projects for major operators and manufacturers and organisations such as the EC, ETO, Liberty Alliance, UMTS Forum, GSMA, ITU, WiMax Forum and ICSTIS.
Stuart has worked closely with the ITU over the past fifteen years. He has published the exhibition catalogue for many World Telecom exhibitions and regional Telecom events in Africa, Asia and Latin America. He is a member of the Forum Advisory Committee of the ITU Telecom Board and Chairman of the International Advisory Board of the ICIN conference. |
